Rabat has one of the most beautiful old medinas in North Africa. Modernizing infrastructure while keeping the historic core intact is totally possible — look at how Bologna did it in Italy. The key is proper urban planning policies, not just vibes.
Exactly. The tram was a great step. More pedestrian zones in the old city would help a lot — just look at how Fes handled parts of the medina.
